In recent years, Florida Keys spa owners have been caught offering spa services to children and teens for $3,000 or less per session.
The practice has been called an unlicensed business.
But now, a federal judge has ordered Florida Keys officials to make sure all the facilities are inspected and that the businesses meet all of the state’s requirements for spa licenses.
